There are several possible causes. The first one is over-dimensioned heating element. This situation occurs in the case of incorrect estimation of heat losses or after changes in thermal insulation properties of structure (insulation application). In such case installed element shall provide much less heat then it is capable. It is similar to slow drive on high performance car. We can exclude this cause in the case room is cool at low heating of element. The probable cause is insufficient flow-rate resulting either from incorrect circulation in radiators (long branch from main line) or incorrect setting of thermostatic valve. In both cases contact administrator and company responsible for heating system installation or thermostatic balancing.
